Programme for the Roma Community in Poland

Initiator: Implemented by the Ministry of Interior and Administration as a co-ordinator

Summary: The Minister of Interior and Administration undertakes annual review of the Programme for the Roma Community in Poland implementation. Five years of the programme implementation gives basis for the claim that there is a gradual improvement in exercising the right to housing and employment as well as access to health service and social assistance.

The ..... state administration, territorial self-governments and the non-governmental organizations carry out within the Programme a wide spectrum of activities related to education, improvement of living and social conditions, counteracting unemployment, health, safety, sustaining Roma culture and identity, disseminating knowledge about the Roma population as well as popularizing civic awareness among Roma. In 2008, the funds for the Programme from the special reserve of the budget amounted to PLN 10 million.

Appropriate activities with the aim to support the actual equality in all areas of economic and social life between the persons belonging to the Roma minority and the persons belonging to the majority are also carried out within the programmes co-financed from the European Union resources. In 2008 the "Roma component" was launched within the Operational Programme Human Capital, and was allocated 12 million PLN (allocation for 2007-2013 is 22 million EUR). The activities undertaken within the Operational Programme Human Capital are envisaged to be complementary to the implementation of the Programme for the Roma Community in Poland. The projects carried out within the "Roma component" entail activities in the area of education, employment, social integration and health.


Impact: Social and vocational mobilization of the Roma population as well as enabling the members of this community to overcome their difficult situation and establish themselves in the job market.

Hotline Dyzurnet.pl

Category: Addressing incitement of hatred on the internet

Initiator: The hotline was created by the Research and Academic Computer Network in agreement with the European Commission under the framework of the Safer Internet Action Plan.
Level of implementation: National

Summary: Dyzurnet.pl receives notifications concerning illegal contents in the Internet (among other racist and xenophobic contents). The tasks of the team include, among others, analysis of the contents indicated by users, preparation of technical documentation, submission of the information to the Police, public prosecutor’s office and Internet administrators ..... or to foreign contact points within the INHOPE association. Notifications can be submitted on-line anonymous.

Impact: Working on preliminary conclusions and recommendations related to this issues

National Programme for Counteracting Racial Discrimination, Xenophobia and Related Intolerance

Initiator: The Government (the Plenipotentiary of Equal Treatment coordinates its implementation).
Level of implementation: National ; Regional

Summary: The implementation of the Programme is planned for the years 2004-2009 and may be continued after the evaluation of its functioning and verification of its goals and tasks. The Programme has been prepared in cooperation with nongovernmental organizations. The objective of the National Programme is to perform tasks aimed at combating xenophobia, racism ..... and anti-Semitism, as well as developing a widelyunderstood culture of tolerance in the Polish society. The beneficiaries of the Programme include Polish citizens belonging to national and ethnic minorities, foreigners, including migrants and refugees as well as other persons who could be subject to discrimination on racial or ethnic grounds. Under the Programme the implementation of a wide range of tasks in the following fields has been planned: diagnosis of the situation and monitoring, activity of public administration, labour market and socio-economic situation, health, education and culture, public mass media and international cooperation. The Programme is implemented by competent ministers, public institutions, the Commissioner for Civil Rights Protection and public broadcasters, in cooperation with local self-government units and non-governmental organizations.

Impact: At the moment an evaluation report is being worked out.

Training for Police officers, initiated by ODIHR-OSCE

Category: Strengthening the response of law enforcement and prosecutors ; Increasing reporting of hate crimes/community confidence

Initiator: Ministry of Interior and Administration in co-operation with the Police
Level of implementation: National ; Regional

Summary: Training for Police officers with respect to various aspects related to hate crime, e.g. conducting an investigation, exchange of information as well as co-operation between the Police and society and non-governmental organisations. A team chaired by the Human Rights Advisor of the Chief of the Police is set up in order to work out a model curriculum ..... of the training courses related to preventing and combating hate crimes and a set of teaching materials for the realisation of this curriculum at the local level.

Impact: Increased awareness of phenomena of hate crime within the Police
