Training for OSCE field staff on freedom of religion or belief

ODIHR is organizing a training session for 17 staff members from ODIHR and the OSCE’s field operations with the aim of providing a comprehensive overview of the obligations of participating States in the area of freedom of religion or belief, one of the OSCE’s oldest commitments.

The training session will cover the freedom to manifest religion or belief, religious education, discrimination, the legal personality of religious communities and the duty of the state in protecting the security of religious sites and communities.

Workshop for civil society on anti-Semitic hate crimes in the OSCE region

Workshop on hate crimes against people with disabilities

Training for civil society on countering hate crimes against Muslims

During this two-day workshop, civil society representatives from Germany, Austria and Switzerland will receive training on countering hate crimes against Muslims.

The aim of the training is to raise awareness of the concept of hate crimes and provide information on how to monitor and respond to such incidents, with a view to increasing understanding of the impact of hate crimes on society.

Roundtable discussion on exploring the relationship between education on the Holocaust and education to combat anti-Semitism

OSCE participating States have committed themselves to promoting Holocaust remembrance and combating anti-Semitism through education. Although many activities are under way to implement these commitments, the relationship between education on the Holocaust and education to combat anti-Semitism remains underexplored.

The purpose of the meeting is to provide a platform for experts and practitioners to discuss challenges and good practices related to Holocaust education and education to combat anti-Semitism.

Fourth annual meeting of the national points of contact on hate crime

National points of contact on hate crime from across the OSCE region will be joined by civil society organisations and representatives from OSCE delegations as well as IGOs working in the area of hate crime for the meeting in Vienna on 15-16 November, 2012.

The aims of the meeting are to create an opportunity for an exchange of experience and good practice initiatives among NPCs, ODIHR and civil society representatives, to share information about current ODIHR projects of specific interest to NPCs, to seek NPCs’ and civil society representatives’ perspectives and suggestions, and to identify further areas of cooperation among NPCs, civil society representatives and ODIHR.

ODIHR's Tolerance and Non-Discrimination Department, in partnership with UNESCO and the Council of Europe, is organizing the second round-table meeting to promote the Guidelines for Educators on Countering Intolerance and Discrimination against Muslims: Addressing Islamophobia through Education.
The objective of the upcoming meeting is to promote the Guidelines among the UNESCO network of educators and discuss how they can be used to raise awareness on the respect for diversity and social cohesion in the era of globalization.

Training on hate crime for OSCE, UNHCR and IOM field mission staff

Hate crime training for the people of African descent

On October 1-2 2012, ODIHR will organize a regional training for twenty five participants - representatives of civil society organizations from the OSCE region. Participants will also be encouraged to develop projects aimed at combating hate crimes domestically. Civil society organizations active on behalf of people of African descent often lack resources, training and information to carry out monitoring, reporting and advocacy on racism and xenophobia.

ODIHR's Tolerance and Non-Discrimination Department, in partnership with UNESCO and the Council of Europe, is organizing a roundtable meeting on countering intolerance against Muslims within the context of societies in transition.

The objective of the meetings is to discuss the key aspects of "The Guidelines for Educators on Countering Intolerance and Discrimination against Muslims: Addressing Islamophobia through Education", which were jointly prepared and published by the three partner organizations. The event also seeks to share regional experiences with policy makers, such the representatives from Ministries of Education, educational institutions for professional development, as well as pre- and in-service teacher training institutions.

Prosecuting hate crimes : consultation meeting and pilot training

ODIHR's Tolerance and Non-Discrimination Department is organizing a two-day event on hate crimes with more than 20 prosecutors from across the OSCE region. The event will include consultations on the final draft of its publication "Prosecuting Hate Crimes: A Practical Guide", as well as the piloting of the accompanying training programme.

OSCE participating States have committed to combat hate crimes, including the capacity building of actors in the criminal justice system.

To complement its Training Against Hate Crime for Law Enforcement (TAHCLE) programme, ODIHR has developed a new guidebook designed primarily for prosecutors, but also for use by investigators, police, judges and advocates, on the key aspects of a criminal hate crime case. The publication serves as the basis of a new training programme for prosecutors that, like TAHCLE, can be implemented in and specifically tailored for participating States.

Second expert meeting on hate crime data monitoring and data collection

ODIHR’s Tolerance and Non-Discrimination Department will hold a second expert meeting to support the development of a practical guide entitled 'Monitoring and Collecting Hate Crime Data for Effective Policy and Practical Responses'.

The expert group will review the first draft of the guide and work together to agree the key issues to be reflected in the second draft. The meeting follows a series of good practice visits to the US, Canada, Croatia, Germany, Poland, Czech Republic and the UK. The visits generated rich information about different approaches to hate crime data collection, which will help ensure the guide is applicable to a range of contexts across the OSCE region. The guide is due to be launched in early 2013.

Seminar on the role of civil society in combating hate crimes against Christians

This seminar is being organized as a follow up to the 2011 High-Level Meeting on Preventing and Responding to Hate Incidents and Crimes against Christians, in which participants recommended that ODIHR should build the capacity of civil society to monitor hate crimes against Christians.

The aim of the seminar is to raise awareness of the concept of hate crimes and different forms of intolerance, as well as on the freedom of religion or belief. Participants will also have the opportunity to discuss the role of civil society organizations in responding to hate crimes and promoting the freedom of religion or belief.

Workshop on hate crimes against people with disabilities

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) in co-operation with the European Network of Independent Living (ENIL) is organizing a one-day workshop in Dublin on 24 May 2012 on combating hate crimes against people with disabilities.

The interactive workshop will include presentations and practical exercises. It will be attended by 20 representatives of civil society organizations from various OSCE participating States that work with and for people with disabilities.

The aim of the workshop is to provide participants with instruments to recognize hate motivated incidents and hate crimes, and to raise awareness of the importance in further disseminating the received information and data.

OSCE Supplementary Human Dimension Meeting on Combating Racism, Intolerance and Discrimination in Society through Sport

Roundtable for civil society on hate crimes data collection and confronting intolerance

ODIHR’s Tolerance and Non-Discrimination Department is organizing a two-part meeting for civil society in Vienna on 18 and 19 April 2012.

The first part of the meeting, on 18 April, will provide participants from civil society with an opportunity to exchange good practices in the monitoring and collection of data on hate crimes. Civil society representatives will also give their feedback on how ODIHR utilizes their contributions to the annual hate crimes report.

The second part of the meeting, on 19 April, will focus on the role of civil society in confronting contemporary forms of intolerance. During the discussions, participants will develop recommendations for the Supplementary Human Dimension Meeting on Combating Racism, Intolerance and Discrimination in Society through Sport.

Presentation of the Training for Law Enforcement against Hate Crime (TAHCLE) programme to the Polish law enforcement officials

Following the co-operation between the Ministry of Interior and ODIHR on prevention to hate crime, ODIHR is presenting the revised version of the Law Enforcement Officer Programme (LEOP) renamed Training for Law Enforcement against Hate Crime (TAHCLE) to the law enforcement officials.

The overall objective of the programme is to improve police skills in recognizing, understanding and investigating hate crimes.
