AbstractThe EU High Level Group on combating racism, xenophobia and other forms of intolerance developed the following key guide on the basis of evidence that FRA collected from members of the Working Group on hate crime recording, data collection and encouraging reporting. The “Key Guiding Principles on encouraging reporting of hate crime”, by promoting a victim-centered approach, underline the role of law enforcement and relevant authorities. These principles are divided in three groups of actions: remove barriers to reporting, put in place structure to facilitate reporting and implement enabling process with the aim to help Member States to encourage victim reporting.
