Enhancing community-law enforcement relations in combating hate crimes against Muslims

Swiss OSCE Chairmanship and ODIHR are co-hosting the expert conference "Enhancing Community-Law Enforcement Relations in Combating Hate Crimes against Muslims" in Vienna on 28 April 2014. The event will bring together government officials, law enforcement practitioners, non-governmental organizations and Muslim community representatives.

The objectives of the meeting are threefold:
1) explore the challenges to the security of Muslim communities in the OSCE region, with a particular focus on how to enhance law enforcement - community relations in order to remove barriers to reporting, responding to and preventing hate crimes against Muslims;
2) exchange views on the role of governments and share good practices of co-operation between authorities and Muslim communities;
3) develop a set of recommendations on how to enhance confidence in law enforcement in order to more effectively combat anti-Muslim hate crimes.

Roundtable meeting on challenging anti-Muslim prejudice and promotion of mutual understanding in multicultural societies through education

The third roundtable meeting to promote the "Guidelines for Educators on Countering Intolerance and Discrimination against Muslims: Addressing Islamophobia through Education" will be hosted by the Council of Europe in Strasbourg on 5 July 2013. The Guidelines were published jointly by ODIHR, UNESCO and the Council of Europe. The first event, which focused on "Countering Intolerance against Muslims through Education for Societies in Transition" was hosted by ODIHR in Vienna on 6 September 2012. This was followed by the roundtable on “Globalization, Diversity and Social Cohesion” hosted by UNESCO in Paris on 5 November 2012.
The objective of the upcoming meeting is to promote the Guidelines and discuss how they can be used to challenge anti-Muslim prejudice and promote mutual understanding in multicultural societies. The event also seeks to foster the exchange of regional experiences among policy makers, representatives of Ministries of Education, educational institutions for professional development and teacher training programs.

Regional training for civil society representatives on hate crimes against Muslims

During this two-day workshop, civil society representatives from Denmark, Finland, Norway and Sweden will receive training on how to recognize hate crimes against Muslims and on what civil society organizations can do in order to combat this phenomenon.

While the responsibility to combat hate crimes lies primarily on the shoulders of public authorities, civil society can play an important role in guiding governments to enhance their relevant policies and strategies. This is especially crucial to address under-reporting and under-recording of hate crimes against certain communities, due to lack of confidence in governmental officials.

The training aims to increase the capacities of civil society organizations to monitor hate crimes against Muslims and combat these violent acts of intolerance in close co-operation with other community organizations and law enforcement officials.

The objective of the meetings is to discuss the key aspects of "The Guidelines for Educators on Countering Intolerance and Discrimination against Muslims: Addressing Islamophobia through Education", which were jointly prepared and published by the three partner organizations. The event also seeks to share regional experiences with policy makers, such the representatives from Ministries of Education, educational institutions for professional development, as well as pre- and in-service teacher training institutions.
