Launch event and training against hate crime for law enforcement (TAHCLE) in Montenegro

The Police Academy of Montenegro signed a Memorandum of Understanding to implement TAHCLE on 29 August 2013. As the next step, the Police Academy established a National Implementation Working Group with a task to co-operate with ODIHR on customization of the standard TAHCLE curriculum. Following the meeting of the Working Group in September 2013, it was agreed that TAHCLE will be implemented through the training of trainers session which will be delivered by ODIHR on 27-29 November 2013.

Ukrainian working group on training for law enforcement against hate crime (TAHCLE) visit to Warsaw

The National Implementation Working Group was established by the Ministry of Internal Affairs of Ukraine with a task to oversee the implementation of the TAHCLE programme in Ukraine. The Working Group will visit ODIHR to hold its second meeting. The purpose of the meeting is twofold:
1. to finalize the TAHCLE curriculum and agree on the implementation timeline, including the dates for the launch of the programme and the training-of-trainers sessions ;
2. to give the Ukrainian and Polish authorities an opportunity to exchange experiences on ODIHR’s programme implementation and, more generally, on hate crimes prevention and response.

People of African descent study tour and presentation to the United States Department, Congressional Black Caucus, United States Helsinki Commission and selected civil rights groups/organisations

The study tour was part of a project funded by the United States delegation to the OSCE, that took seventeen participants from ten participating States to the United States to meet with government officials, civil rights organisations and representatives and to present issues of racism, discrimination and hate crimes/hate speech that are pertinent to them in their respective countries. The tour was building upon previous ODIHR events and activities (Roundtable in Vienna in November 2011 and Hate crimes training workshop in Warsaw in October 2012) related to people of African descent communities in the OSCE region.

Fifth annual meeting of the national points of contact on hate crime

Place: Warsaw, 14-15 November 2013

National points of contact on hate crime from across the OSCE region will meet for annual NPC gathering in Warsaw on 14-15 November, 2013.

The working level meeting is an opportunity for exchange of experience and good practice initiatives among NPCs and ODIHR. The meeting is aimed particularly at improving the data collection and reporting of hate crime data at the national level – the main task of the NPCs. The opening panel on the first night should introduce the context for NPC work – the police, prosecution, victim surveys and a victim representation will meet and offer the big picture perspective. On day two, ODIHR’s new tools facilitating data collection will be presented and NPCs will provide feedback and learn to use them. Brainstorming on the challenges of hate crimes and data collection across the OSCE region will top the meeting off on Friday afternoon.

Participation in the meeting is limited to national points of contact on hate crime.

During this two-day event, civil society representatives from Ukraine with different areas of activities get trained to understand the hate crimes phenomenon and the difference with similar concepts, in order to be able to identify, monitor and report such crimes, as well as support victims and raise awareness on the matter.
While the responsibility to combat hate crimes lies primarily on the shoulders of public authorities, civil society can play an important role in guiding governments to enhance their relevant policies and strategies. This is especially crucial to address under-reporting and under-recording of hate crimes against certain communities, due to lack of confidence in governmental officials.The training aims to increase the capacities of civil society organizations to monitor hate crimes and combat these violent acts of intolerance in close co-operation with law enforcement officials and prosecutors.

Training for trainers of imams and community leaders on responding to hate crimes against Muslims

OSCE Supplementary Human Dimension Meeting on Implementation of the Action Plan on Improving the Situation of Roma and Sinti

This Supplementary Human Dimension Meeting (SHDM) will present ODIHR’s 2013 Status Report on the Implementation of the Roma and Sinti 2003 OSCE Action Plan on Improving the Situation of Roma and Sinti and its key findings. The SHDM will commemorate the 10th anniversary of the Action Plan and take stock of its implementation. Participants will be given opportunity to discuss the lessons learned from realized polices or initiatives and explore the further measures that are needed to improve the situation of Roma and Sinti.

Roundtable meeting on challenging anti-Muslim prejudice and promotion of mutual understanding in multicultural societies through education

The third roundtable meeting to promote the "Guidelines for Educators on Countering Intolerance and Discrimination against Muslims: Addressing Islamophobia through Education" will be hosted by the Council of Europe in Strasbourg on 5 July 2013. The Guidelines were published jointly by ODIHR, UNESCO and the Council of Europe. The first event, which focused on "Countering Intolerance against Muslims through Education for Societies in Transition" was hosted by ODIHR in Vienna on 6 September 2012. This was followed by the roundtable on “Globalization, Diversity and Social Cohesion” hosted by UNESCO in Paris on 5 November 2012.
The objective of the upcoming meeting is to promote the Guidelines and discuss how they can be used to challenge anti-Muslim prejudice and promote mutual understanding in multicultural societies. The event also seeks to foster the exchange of regional experiences among policy makers, representatives of Ministries of Education, educational institutions for professional development and teacher training programs.

Regional seminar on hate crimes against people with disabilities for national human rights institutions and criminal justice officials

Expert meeting on the role of education in combating anti-Semitism

The purpose of the meeting is threefold. It aims to:

-exchange experiences related to the training of teachers and take stock of challenges faced by experts in the process of implementing the teaching materials;
-connect all the experts involved in the project with a view to discussing how best to secure and document the achievements of this multilateral project.
