About us

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) was tasked by the Ministerial Council in 2003 to serve as a collection point for information related to tolerance and non-discrimination, on the basis of information received from the Participating States and in co-operation with civil society and intergovernmental organizations.

The Tolerance and Non-Discrimination Information System (TANDIS) is a platform that provides visitors with information, including on positive initiatives and good practices, on issues related to tolerance and non-discrimination from throughout the OSCE region.

TANDIS gives visitors access to:

  • information received from the OSCE Participating States, specialized institutions and other organizations;
  • country pages providing information on national initiatives, legislation, specialized bodies, statistics, etc.;
  • thematic pages with information related to different key issues, such as racism and hate crime;
  • international standards and instruments; and
  • information from intergovernmental organizations, including country reports and annual reports.

The system is available in English and Russian, but materials in the collection are also available in other languages.

Related legislation is available in co-operation with Legislationline, ODIHR's legislative repository and database, created to assist OSCE Participating States in bringing their legislation into line with relevant international standards for specific human dimension issues.

TANDIS has been part of ODIHR's Tolerance and Non-Discrimination programme since 2006.
