ECRI general policy recommendation no. 3 : combating racism and intolerance against Roma/gypsies (adopted by ECRI on 6 March 1998)

Abstract

Outlines official information and policy to Governments of Member States regarding Roma/Gypsy communities. Includes: ratification of international legal instruments; introduction into civil law of specific provisions of employment, housing and education; provision of legal aid; support of specific training schemes for persons involved in the administration of justice; dialogue between the police, local authorities and Roma/Gypsy communities; awareness-raising among media professionals; access to citizenship and the right to asylum; solutions to questions relating to "travelling" within a country; participation of communities in the decision-making process, through national, regional and local consultative mechanisms; education to ensure full knowledge and implementation of rights;addressing the particular situation of women; school segregation of children; equal access to education; introduction of history and culture of Roma/Gypsies in school curricula; training programmes for teachers; support for the activities of NGOs; encouragement for Roma/Gypsy organisations to play an active role in strengthening civil society.
